Add .nvmrc and match accepted nodejs engine version

Angular2 has added a .nvmrc (https://github.com/angular/angular/blob/master/.nvmrc). I believe angular-cli should integrate this as well to give developers an easier time switching to the project's recommended nodejs version.
