Node >=7.0.0 is currently unsupported due to breaking changes, try it with Node 6.9.1. This seems resolved after going through some other issues.

I'd try npm cache clean, as it looks like NPM is in fact a part of the problem right now. After that, switch to a regular prompt (Not Administrator/Elevated/Sudo) and try installing. You want to install with regular permissions, but then run all ng commands as an elevated user (Admin) to avoid a performance hit.

I tried as you suggested by doing cache clean but still the same issue, even tried with with and without -f flag, with and without administrator cmd . I can install everything else globally eg Typescript, protractor but this issue only comes up with angular-cli

Dupe of #1190. The lib at which it fails is different, but it's essentially the same problem. We don't know why happens either but it's an NPM issue for sure.
