I'm having an issue where my $stateChangeStart handler is being called twice.

HOW TO TEST: Open your javascript console, then click the "next" link.

I'm doing session validation logic in the handler. Really don't need to duplicate calls.

NOTE: this seems to happen with templateUrl not template

I am also having this problem。In my situation, it seems to happen when I give the resolve to the state config.
