Add "New Item" experience for Plaster integration

We need to enable the "New Item" scenario through Plaster to create new project items from templates.

Which items did you have in mind? I was thinking a PSScriptAnalyzerSettings.psd1 file would be nice. I think a DSC resource file (class or script or both) might be handy as well. Even a starter Pester test with Describe/Context/It boiler-plate could be handy. We could add one for about_<topic-name>.help.txt/.md. Possibly even PSD1 files used for localization. Lots of possibilities.
