+1 to what @Jaykul said. This is a style preference that cannot be included by default.
The only way any style preferences should be included are as optional rules, where the different options are presented for end users to pick and choose from to form their own style guidelines as a rule set that they choose to run in their environment.
If you're going to label all of these as "new rule"s that are "up for grabs" (meaning you would accept this rule if it was developed?) do I need to go further into the argument about why this is a bad idea NOW before someone actually spends time implementing this and I have to file bugs to get it removed instead?
