DOCS: Update pyarrow version requirement in "What's new in 1.4.0"

Updated the pyarrow version requirement from 0.17 to 1.0.1 in the "Multithreaded CSV reading" section, to make it in line with pandas-dev#44064.

Docs only, no functional changes.
