fix(app-dependency): change ngmin to ng-annotate

ngmin is now deprecated, the author has suggested ng-annotate as a replacement

Changes:
- switch dev-dependency from grunt-ngmin to grunt-ng-annotate
- use ngAnnotate config instead of ngmin
